Founded in 1977 by Dr. Jerome Miller and Herbert Hoelter, NCIA has a rich history of empowering individuals and strengthening communities.
Dr. Miller was an internationally recognized clinical practitioner and scholar in the justice field, while Herbert Hoelter was regarded as one of the country’s leading experts in developing community-based alternatives to institutionalization and incarceration. For over four decades, NCIA has been at the forefront of providing comprehensive support to those facing significant life challenges.
NCIA has become a trusted partner and a beacon of hope for over 25,000 individuals throughout Maryland and beyond.
NCIA is headquartered in Baltimore and primarily serves people in Baltimore County, Baltimore City, and Prince George’s County, but our programs welcome participants from across Maryland. Additionally, we provide VTC training and employment services to people in the Charlotte, NC community. We offer referrals to connect anyone anywhere in need of support.
Herb Hoelter stepped down from his role of CEO to establish and lead the NCIA Foundation which seeks to expand NCIA’s resources and impact. This transition marked a new chapter in NCIA’s story, building upon its strong foundation while adapting to meet the evolving needs of the communities it serves.
As NCIA moves forward, current CEO Carole Argo remains committed to NCIA’s founding principles of empowering people with limited access to opportunities to build fulfilling live and stronger communities through unconditional support.

NCIA prepares its first Client Specific Plan, eventually serving over 10,000 criminal defendants across 15 offices.

NCIA conducts the first national study on jail suicides, leading to expertise in suicide prevention.
NCIA begins to assist with juvenile justice reform across the United States.
