Dr. Larry Norris brings over 33 years of experience in the field
of education to his position as vice president and executive director
of education and technology. Throughout his career, Dr. Norris has
focused on special education and the needs of emotionally disturbed
youth. On a daily basis, he is responsible for the NCIA Youth in
Transition School, a full day special education and related services
program for students who are emotionally disturbed, mentally retarded,
and/or autistic. He also manages NCIA’s technology staff,
providing strategic leadership and daily management of the organization’s
information technology needs and solutions.
Prior to his work at NCIA, Dr. Norris was the supervisor of alternative
programs for the Carroll County Public School system where he supervised
over 40 special projects, including programs for in-school youth
(regular and special education), staff development, literacy programs,
and adult education programs. He also served as an administrative
coordinator for the Carroll County Public School system, where he
developed, authored, and secured funding for several federal and
state special projects serving regular education, special education,
and education for disruptive and disadvantaged youth.
